A major redevelopment of Baltimore’s Inner Harbor
We directed the initial planning and site design and negotiated the terms of a Land Disposition Agreement for redeveloping the property with the city of Baltimore and its designated redevelopment entity, the Baltimore Development Corporation. Prior to redevelopment, Inner Harbor East was a vacant and dilapidated former ship off-loading area with a patchwork pattern of public and private ownership not conducive to redevelopment.
Project Overview
- Master planned, residential/commercial waterfront community connecting Baltimore’s Inner Harbor festival marketplace with two nearby historic neighborhoods—Fells Point and Little Italy
- Located directly on the Inner Harbor waterfront, this 20-acre, $500 million, 3 million-SF mixed-use development features an extensive, $20 million public infrastructure system with all new roadways and utilities, plus a 2,000-foot fully landscaped promenade, a 190-slip marina, and several parks.
- Land Disposition Agreement (LDA) creates a market-driven land plan of eight new readily developable city blocks by extending the existing street grid system from the surrounding neighborhoods into the site
- The LDA was used to secure public approvals and infrastructure funding for the project. It governs the redevelopment of Inner Harbor East and incorporates a site rezoning, a land re-subdivision, an amendment to the city’s Urban Renewal Plan, and proposed land use and building design standards for the property.
- Regulations promote and unify appropriate development while encouraging creative and innovative development proposals and design solutions that will evolve as development continues
