Support facilities constructed for three Fast Response Cutter vessels at USCG Sector Guam

Gilbane performed a $25M design-build task order project under our US Coast Guard IDIQ program to design and construct on-shore and waterfront support facilities for three Fast Response Cutter (FRC) vessels at USCG Sector Guam. We performed structural, electrical, and telecom renovations/upgrades at Victor Wharf to accommodate the new vessels under phased and accelerated construction.

Project Overview

  • Expedited construction to meet the arrival dates of each FRC vessel, completing the facility prior to the arrival of the first FRC vessel to ensure the wharf was ready to meet USCG operational requirements
  • Zero safety incidents in 50,000 work hours
  • Support Building certified by the USGBC Leadership in Energy and Environmental Design: Building Design & Construction (LEED-BD&C)
  • Constructed a new 11,000-SF Maintenance and Weapons Division (WMD)/FRC Support Building, personnel parking lot, and a 2,000-SF Hazmat Storage Building

“A major highlight of the project management team has been collaboration and cooperation with the end user, USCG Sector Guam, which has been invaluable to the USCG for this large scale project in a remote location where communication is challenging between the FDCC office and the local unit. The contractor also coordinates exceptionally with FDCC’s local contracted inspector on daily progress and forecasted work activities to ensure Coast Guard is represented during critical inspections and QC/QA milestones.”
