John D. Keegan, P.E.
Senior Vice President, Development
John Keegan is a Senior Vice President, Development at Gilbane Development Company where, in addition to helping shape strategic growth initiatives, he leads development and operations teams in pursuing and executing projects of all types throughout the United States. John, who has been with the Gilbane organization since 1986, has extensive experience in both real estate development and construction management. His development portfolio includes residential (student, market-rate, and affordable), mixed-use, and corporate build-to-suit projects of all types, as well as public-private partnerships (P3) with clients in higher education, healthcare, K-12, and government agencies at the federal, state, and local levels. In first establishing Gilbane’s P3 practice, John led the company’s successful development of projects under the U.S. Department of Veterans Affairs’ lease procurement program and the Commonwealth of Virginia’s Public-Private Education Facilities and Infrastructure Act (PPEA), the latter of which included the first healthcare P3s executed under the PPEA.
John is a past co-chair of the National Council for Public-Private Partnerships’ Real Estate Institute and a licensed Professional Engineer in the Commonwealth of Virginia. He holds a Master of Business Administration degree (Beta Gamma Sigma) in real estate and urban development from American University and a Bachelor of Science degree (magna cum laude) in civil engineering from Brown University.
