How to Build Complex Projects Overseas

Strengthening the communities around us, not only through infrastructure, but through meaningful partnerships is something Gilbane prioritizes at each and every one of our project sites, including sites in the United Kingdom, Japan, the Republic of Korea, the Commonwealth of the Northern Mariana Islands, the Commonwealth of the Bahamas, Guam, Honduras, Iraq, Afghanistan, and the Kingdom of Saudi Arabia.

Since 2003, we have actively partnered with host countries to deliver complex projects in unique overseas environments, many of which are performed in remote, austere, and sometimes hostile environments. Consistently over-delivering on our international projects, we understand that, as on all projects, the people make the project. By engaging local labor pools, supporting personnel training and development, recruiting individuals for permanent positions, and assigning these staff to future projects, Gilbane drives a continuous exchange of information, improving our capabilities as well as the capabilities of our diverse workforce.

Training

We mobilize international experts to our project sites to provide training to our workforce, which is comprised of expatriates, local nationals, and other country nationals. By investing in training on our overseas projects we not only ensure quality on our projects, we contribute to the training of construction professionals worldwide. Many local national personnel are then brought into the Gilbane family as permanent hires who mobilize to subsequent projects across the globe. By leveraging the knowledge and capabilities of individuals of various backgrounds, we are able to select the best team for the job in order to simultaneously secure needed technical and managerial expertise while adapting to various cultural environments.

Success Story

An excellent example of Gilbane’s global success is the King Khalid Air Base modernization program, a highly complex $160M design-build project requiring 400,000 sf of new construction and existing facility renovations in support of the F-15 Fleet Modernization Program for the Royal Saudi Air Force. This logistically challenging project was performed on an active, secure military facility in a remote location with multiple facilities being constructed simultaneously using a diverse workforce of up to 1,200 people speaking 15 different languages. Gilbane achieved early facility turnover, exceptional client satisfaction, and 4.7 million hours of work without a lost time incident!

Tej Singh is a Senior Vice President with Gilbane and the Business Unit Leader for Gilbane’s International Federal Facilities Group. He has an in-depth understanding of the federal construction marketplace and industry, which is instrumental to the business development, strategizing, and leadership of Gilbane Federal’s operations. As executive sponsor on numerous prime IDIQ contracts for DoD and other US Government clients, Mr. Singh provides top-level, global oversight and management of mission-critical projects worldwide, including heavy construction, site restoration and repair, energy, LEED-certified design-build, fuels facilities construction and repair. Mr. Singh oversees contract administration, profit and loss, and serves as a high-level customer liaison responsible for achieving both company and customer expectations. Mr. Singh has more than 25 years of experience directing federal programs and projects. He first joined Gilbane Federal (previously ITSI) in 1994 as Operations Manager and under his leadership ITSI achieved its rating as one of the “Fastest Growing Companies in the San Francisco Bay Area.” He led the company’s growth in Military construction, Environmental remediation and Hydrant systems repair worldwide. Mr. Singh earned his BS in Mechanical Engineering from U.C. Santa Barbara.
