Linden Grove, located at 223 Linden Street in Bushwick, Brooklyn, is a 153-unit, 100% affordable senior housing community developed by Gilbane Development, Blue Sea Development Company, and JASA on NYCHA-owned land. Completed in April 2026, the 13-story building offers studio and one-bedroom apartments for seniors earning 30% to 40% of the Area Median Income (AMI), with 46 units reserved for formerly homeless seniors. It is the tallest affordable residential modular Passive House building in the United States and the first building in the country to earn Emerald-level National Green Building Standard (NGBS) certification alongside both the NGBS Green +Wellness and +Universal Design badges. The project is part of New York City’s HPD Seniors First initiative.

Gilbane Development Company and its development partner Blue Sea Development were awarded Linden Court, a 100% senior affordable housing project in the Bushwick section of Brooklyn. As part of the de Blasio Administration’s commitment to ensure safe and affordable housing for the City’s increasing senior population, HPD launched Seniors First, a three-pronged strategy including Aging in Place, an initiative to make more homes accessible to seniors and people with disabilities; developing new senior housing on NYCHA and other land; and preserving more of the senior housing originally developed through federal housing plans.
