Transforming the Fayette Place Site with the Durham Housing Authority

The Villages of Hayti is an innovative, affordable housing initiative in Durham, North Carolina, being developed by Durham Community Partners, a collaboration between Gilbane Development, Harmony Housing, and local partner F7 International Development. Located at Fayette Place, this project is part of a broader effort to create and preserve long-term housing affordability, promote community engagement, and support sustainable development in Durham. Through collaboration with the Durham Housing Authority and other community partners, the project is transforming Fayette Place into a vibrant, inclusive neighborhood that advances the goals of the DHA Downtown and Neighborhood Plan.

The Villages of Hayti (Phase 1) will mark the first major step in the transformation of the 19.8-acre Fayette Place site, a property owned by the Durham Housing Authority. This phase will introduce a 252-unit garden-style apartment community featuring one-, two-, and three-bedroom homes designed for households earning 30% to 80% of the Area Median Income (AMI).

The three-story buildings will include playgrounds, covered picnic areas, walking paths, and ample parking, anchored by a community building offering laundry facilities, meeting rooms, and multipurpose spaces to support residents’ daily needs.

Following Phase 1, the broader redevelopment will continue with Phase 2, which will unfold in two sub-phases:

  1. A 202-unit multifamily apartment complex, and
  2. A 68-unit senior apartment building, each with amenities and community areas tailored to their residents.

Phase 2 will also introduce an affordable homeownership component, featuring for-sale three-bedroom townhouses planned for the north side of the site, expanding opportunities for long-term community investment.

Durham Community Partners has made community engagement a cornerstone of The Villages at Hayti project. Efforts have included a series of public meetings and breakout sessions focused on resident experience, homeownership, community programming, preserving history, and economic participation. These sessions have given residents opportunities to share feedback, ask questions, and help shape the project’s plans. The team also collaborates with local organizations, supports minority-owned businesses, and prioritizes workforce initiatives, aiming to surpass Durham Housing Authority’s goals for MWBE participation and foster ongoing involvement from the Durham community.
