Transforming lives for over 2,600 residents at Manhattanville Campus in West Harlem, NY
Gilbane is renovating 1,272 apartments to the benefit of more than 2,600 residents at the Manhattanville campus in West Harlem. The New York City Housing Authority (NYCHA), in partnership with resident leaders, designated Gilbane Development Company, Apex Building Group – a Minority Owned Business Enterprise (MBE) – and the non-profit organization West Harlem Group Assistance (WHGA) to begin the process of renovating apartments through NYCHA’s Permanent Affordability Commitment Together (PACT) program.
Project Highlights
- Renovate 1,272 apartments within six 20-story buildings on a superblock to the benefit of more than 2,600 residents at the Manhattanville campus in West Harlem
- Tenant-in-place historic preservation development strategy that includes renovations of apartment units, building systems and exterior, common areas, and landscaping
- Scope of work will be further refined through a series of discussions with residents, tenant association leaders, NYCHA, and the development team
- Development team is responsible for ensuring comprehensive social services on-site, working with existing providers, and bringing in other organizations with expertise not already available to residents
- The PACT program transitions developments from traditional public housing assistance to the more stable, federally funded Project-Based Section 8 program — unlocking funding for designated PACT partners to complete comprehensive repairs
- Gilbane Development Company and Apex Building Group will also lead as the General Contractors and ELH Mgmt. will together with Gilbane Development Company serve as the day-to-day property manager when the property converts to Project-Based Section 8
