Racine County Law Enforcement Center
Gilbane managed construction for multiple phases including demolition and construction of a new three-story addition located on a tight urban site in the downtown area. The addition included:
- Inmate booking/processing space
- Garage sally port
- Public lobby
- Property storage
- New Huber entrance and housing units
The second phase consisted of renovating the outdated booking, holding and Huber space into new medical, administration and laundry space. The existing kitchen was also completely remodeled while in full operation. Other work included upgrading the technology infrastructure, roof replacement and the installation of a new central HVAC chiller system.
All construction work was performed while the existing facility was in full operation. Gilbane carefully phased this project to ensure that day-to-day operations of the facility were not disrupted.
Safety was a major component of the project due to the tight urban location. With high pedestrian traffic around the construction site, the project team took steps to ensure safety of the lawyers, LEC and courthouse employees, delivery people, prisoners and the public during the project. Gilbane oversaw the Owner Controlled Insurance Program and through sound safety management practices, $85,000 in premium savings was returned to the County.
