John D. Keegan, P.E.
Senior Vice President, Development
John Keegan is a Senior Vice President, Development at Gilbane Development Company where, in addition to helping shape strategic growth initiatives, he leads development and operations teams in executing projects of all types throughout the Mid-Atlantic region and beyond. John, who has been with Gilbane for three and a half decades, has extensive experience in both real estate development and construction management. His portfolio includes residential (student, market rate, and affordable), mixed-use, and corporate projects of all types, as well as public-private partnerships (P3) with clients in higher education, K-12, and at the federal, state, and local levels. In establishing Gilbane’s P3 practice, John led the company’s successful development of projects under the U.S. Department of Veterans Affairs lease procurement program and the Commonwealth of Virginia Public-Private Education Facilities and Infrastructure Act (PPEA), the latter of which included the first health care P3s executed under the PPEA.
John is a past co-chair of the National Council for Public-Private Partnerships Real Estate Institute and a licensed Professional Engineer in the Commonwealth of Virginia. He holds a Master of Business Administration (Beta Gamma Sigma) in real estate and urban development from American University and a Bachelor of Science magna cum laude in civil engineering from Brown University.
