Rental Assistance Demonstration (RAD)

Assisting New York City Housing Authority (NYCHA) to preserve affordable housing in Bronx, New York

Gilbane Development Company, along with development partners Dantes Partners, The Kraus Organization, and Apex Building Group, and social services provider BronxWorks, rehabilitated buildings across four sites as part of the New York City Housing Authority (NYCHA) Permanent Affordability Commitment Together (PACT) program. Through the conversion of public housing to Section 8 this project provides much-needed upgrades and preservation of affordable housing while creating new employment opportunities and community spaces in the Bronx, NY.

Project Overview

  • Project rehabilitation, worth over $60 million includes upgrades and preservation of 646 affordable units across 15 low-rise buildings in the Bronx
  • Project Size:
    • Franklin I, II, and III Conventional – 7 buildings/120 units
    • Highbridge Rehabs, Anderson Ave – 4 buildings/135 units
    • Highbridge Rehabs, Nelson Ave – 3 buildings/80 units
    • Twin Parks West – 1 building/312 units
  • 100% of units are rent-restricted at 50% of the area median income (AMI) and the property is supported by Section 8 HAP contract
  • Improvements include building restoration (building envelope, heat and hot water, elevators, apartment renovations), safety enhancements (upgrading entries, increased lighting), and significant community space upgrades (landscaping, play equipment, Community Room, laundry area)
  • Recently renovated Twin Parks West Inner Courtyard/Recreational Space includes two new play zones featuring a water area with fountains, a new play surface, game tables, general and senior seating areas, new LED lighting, new stucco surface on retaining walls, fresh plantings, a vibrant mural, and the basketball court has been resurfaced, new backboards were installed and fresh paint was added
  • Social services provider BronxWorks offers residents workforce development and senior-focused programming
  • Residents at Twin Parks and Highbridge-Franklin have access to one-on-one counseling as well as a range of services including job training and placement as well as OSHA and site safety training to take advantage of the new construction and permanent employment opportunities
