Hill Farms State Office Building and Parking Garage

Delivering one of the largest public-private partnerships completed in the State of Wisconsin

The State of Wisconsin (“the State”) selected a joint venture development team – Smith Gilbane – to redevelop the “Hill Farms” site in Madison, Wisconsin into the largest state-owned office building and the largest successful public-private partnership (P3) in the State of Wisconsin’s history. The Smith Gilbane team managed the project’s financing, design, and construction.

The project involved the redevelopment of 20.75 acres. The team designed and constructed a nine-story, 608,770 SF mid-rise office building with a 1,700-car parking garage, demolished the existing Hill Farms State Office Building, and provided associated site improvements. The building includes open office space, private offices, kitchen areas, and meeting and conference rooms. The residual land is being developed as Madison Yards, a vibrant mixed-use community.

Developing the project through an innovative P3 delivery model, Gilbane and its team delivered the state’s office building on budget and four months ahead of schedule, which allowed the reduced capital interest expenses to pass to the State of Wisconsin. 

The new office building is home to approximately 1,200 Wisconsin Department of Transportation and Administration employees and 800 employees from other state agencies. It created a more efficient space for the state agencies by utilizing shared spaces and consolidating multiple agencies into one state-owned property.
