Gilbane, Strada Development, and the Center for Urban Community Services (CUCS) Reach Financial Close for $170 Million Development Combining Affordable and Supportive Housing in the Bronx

New Bronx development creates 228 affordable homes, including 137 supportive units for formerly homeless New Yorkers, with comprehensive on‑site services.
Bronx, NY — June 22, 2026 — Gilbane, in partnership with Strada Development LLC and the Center for Urban Community Services (CUCS), has reached financial close for 1920 Turnbull, a transformative, over $170 million affordable and supportive housing development located at 1920 Turnbull Avenue in the Castle Hill/Soundview neighborhood of the Bronx, which is being financed by the New York City Housing Development Corporation, the New York City Department of Housing Preservation & Development, and Capital One. This milestone advances a major investment in high‑quality, sustainable housing that will bring long‑term benefits to the community and expand access to safe, affordable homes for hundreds of New Yorkers.
Located at 1931 Lafayette Avenue, 1920 Turnbull will deliver a 22‑story building with 228 affordable rental apartments, including 137 permanent supportive housing units for formerly homeless individuals and families. CUCS will operate a 3,500-square-foot on-site office space providing residents of 1920 Turnbull with comprehensive supportive services, including case management, behavioral health support, benefits assistance, employment services, and connections to community resources. By bringing these services directly into the building, CUCS helps residents maintain stable housing, improve their health, and build the foundation for long-term well-being. The community will also include a 24/7 staffed lobby, outdoor recreation space, a fitness room, community room, bike storage, laundry facilities, and other resident‑focused amenities designed to foster health, connection, and wellbeing.
The development team includes Gilbane Development as lead development partner, Strada Development LLC as co‑developer, and CUCS as co‑developer and service provider. Gilbane Building will serve as general contractor, with Magnusson Architecture and Planning as architect and AKRF as civil engineer.
1920 Turnbull is the first of two planned buildings, with Phase 2 set to add 207 additional affordable apartments, including 15 percent of units designated as permanent supportive housing for formerly homeless individuals and families. Phase 2 is expected to close within the next year pending city approvals. Together, the two phases will create a unified, deeply affordable housing community that strengthens the fabric of the Bronx and expands opportunities for stability, health, and economic mobility.
The development is designed to meet Passive House and Enterprise Green Communities standards, incorporating high‑performance insulation, energy‑efficient systems, and fully electric heating and cooling. The site is also part of the New York State Brownfield Cleanup Program, ensuring environmental remediation and long‑term sustainability for the surrounding neighborhood.
This investment represents a significant step forward for the Bronx, bringing new housing, essential services, and sustainable design to a well‑connected location near supermarkets, parks, and transit. The project reflects a shared commitment to delivering high‑quality affordable housing that supports residents and contributes to the long‑term vitality of the community.
“This development reflects Gilbane’s deep commitment to creating high‑quality, inclusive communities that expand opportunity for New Yorkers,” said Yarojin (Roj) Robinson, Senior Vice President of Affordable & Mixed‑Income Housing, Gilbane Development. “By pairing sustainable design with affordable and supportive housing, we are investing in the long‑term strength of the Bronx and ensuring residents have the stability and resources they need to thrive. We are proud to advance this work alongside Strada and CUCS, and we look forward to delivering a development that will have meaningful and lasting impacts on the neighborhood.”
“Securing the financing needed to move 1920 Turnbull toward construction is a major step forward for Castle Hill, Soundview, and the families who need us to make our promise of more affordable housing a reality,” said Council Member Amanda Farías. “I was proud to support this first phase with a $3.5 million capital allocation because our community deserves homes that are connected to services, built for long-term stability, and responsive to the needs of the surrounding neighborhood. With permanent supportive housing, on-site services, environmental remediation, Passive House design, and a commitment to preserving parking access, this project reflects the kind of responsible development that creates safe, stable homes while addressing real neighborhood priorities. I am excited to see this progress at 1920 Turnbull and look forward to working with our partners and the community as we begin preparing for a groundbreaking.”
“As our city continues to face an affordability crisis, projects like 1920 Turnbull are critical to ensuring that working families, older adults, and our most vulnerable neighbors are not left behind,” said Bronx Borough President Vanessa L. Gibson. “This development will bring much-needed affordable and supportive housing to the Bronx while connecting residents with services that promote stability, independence, and well-being. Together, we are creating pathways to opportunity and helping more New Yorkers access the security of a place they can call home.”
“We couldn’t have asked for better partners than Gilbane and CUCS to work with on Strada Development’s first project. One of the hardest parts of a supportive housing project is securing the financing, especially when the homes include deep affordability and on-site services that make the numbers hard to pencil. That’s the work Strada was created to do and reaching the construction loan closing means hundreds of families in Soundview are now on their way to a stable place to live. We know the work is just getting started and we look forward to the day soon when we will welcome the tenants to their new home.” said Courtney Horwitz, Founder and Principal, Strada Development LLC
“At CUCS, we’ve seen what happens when people have both a place to call home and the right support to sustain it. Nearly 50 years of experience has shown us that housing paired with on-site services changes lives. We’re proud to partner with Gilbane and Strada to bring that model to Castle Hill, ensuring residents at 1920 Turnbull have access to the psychiatric care, case management, and support they need to build lasting stability,” said Dawn M. Pinnock, President and CEO of the Center for Urban Community Services (CUCS). “The Bronx has long been home to CUCS communities, and we’re glad to deepen that presence in Castle Hill.”
“We look forward to delivering this much-needed affordable housing project and create long-term community benefit for the Bronx,” said Raquel Diaz, Gilbane Building New York City Business Leader. “Gilbane Building is honored to serve as general contractor for 1920 Turnbull, and we take that responsibility personally. This project will provide safe, sustainable homes and critical support for New Yorkers, and our role is to build it with the care, quality and discipline it deserves.
“MAP is very excited to see this underutilized Bronx parking lot transformed into over 200 new affordable homes. The apartments, amenity spaces, and programming areas were designed with community and comfort in mind, featuring indoor-outdoor connections and open, sunny interiors, said Chris Jones, Principal, Magnusson Architecture and Planning. As a Passive House building, 1920 Turnbull Avenue will demand less energy from the grid, provide better indoor air quality, and be more resilient to future climate conditions. It’s a privilege to work with a team committed to both the sustainability and quality of New York City’s housing stock.”
Groundbreaking and site remediation is scheduled to start soon after closing, with completion anticipated in March 2029.
