Bowling Green, KY (June 17, 2026) – Gilbane Development today announced it has reached financial close on “Elevate WKU,” a transformative $350 million public-private partnership (P3) with Western Kentucky University (WKU) to reimagine its on-campus housing. The partnership will deliver a modern, student-centered residential experience centered on exceptional outcomes for Hilltopper students. The milestone follows the recent approvals from the WKU Board of Regents on April 24 and the Kentucky Capital Projects and Bond Oversight Committee on April 27.

The largest residential investment in university history, Elevate WKU will replace aging campus housing with new living-learning environments designed to meet student expectations, modernize infrastructure essential to the student experience, and ultimately enhance the Hilltopper experience for generations to come.

With the financial close now complete, Gilbane and WKU will begin construction on a new, approximately 1,000-bed dormitory and dining facility in fall 2026. The new facility is slated to open in fall 2028.

The new residential communities will feature:

  • Collaborative study lounges and integrated community hubs
  • Purpose-built social spaces designed to foster peer-to-peer connection
  • A great hall and campus dining space supporting community engagement in the First-Year Village
  • Living learning communities (LLCs) designed to support a vibrant and successful student population

Research and campus data consistently show that students who live in high-quality, intentional on-campus environments achieve higher GPAs and persist to graduation at higher rates. The Elevate WKU initiative will ensure the University’s physical infrastructure supports student success for generations to come – and is structured in such a way that the University maintains full control over the residential experience, even as it works with the private sector.

Through a shared governance structure, Inwood Management, a premier collegiate facility management firm, will be responsible for the day-to-day operations and physical maintenance of the residential portfolio, working within this shared-governance framework alongside WKU’s Residence Life team.
