Brian E. Garbecki, PE, LEED BD+C AP, Vice President, Healthcare Center of Excellence Leader
With more than 25 years of experience in the healthcare sector as an engineer, builder and facilities professional, Brian Garbecki was named one of the “Top 20 Making a Difference in Healthcare” by Healthcare Design magazine in 2007 due to his work revolutionizing conceptual cost modeling for healthcare projects with the development of Gilbane’s CostAdvisor for Healthcare, a Lean tool that promotes early collaboration among the entire project team to proactively develop Target Values for building systems and components that support the design team concepts. Brian’s expertise has been called upon at national and international healthcare conferences, including Healthcare Design, ASHE Planning & Design Conference, the Association for Healthcare Philanthropy and, most recently, as a panelist at Wright State University’s Symposium on Sustainability in Healthcare. He has authored and contributed to articles for numerous healthcare publications, including Healthcare Design, Modern Healthcare, Health Facilities Management and Healthcare Building Ideas. He has served as an adjunct professor for the School of Engineering at Western New England University and has provided facility planning leadership for such notable clients as St. Vincent’s Medical Center in Bridgeport, CT; Fort Belvoir Community Hospital in Fort Belvoir, VA; and Danbury Hospital North Tower Clinical Addition in Danbury, CT. Eric L. Beattie, PE, LEED BD+C AP
With more than 34 years of relevant industry experience, most recently serving as Director of Campus Planning, Design & Construction at Syracuse University in New York, Eric develops and builds client and A/E relationships, identifies and supports strategic pursuits nationally, collects knowledge, as well as offer best practices and lessons learned from both his personal experience and Gilbane’s higher education projects. Prior to his tenure at Syracuse University, Eric served as Director of Facilities Planning andConstruction at Williams College in Williamstown, MA and as the University Engineer for theDepartment of Architectural and Engineering Services at the University of Vermont in Burlington, VT. Eric retains a BS in Civil Engineering from University of Vermont and an MBA from University of Massachusetts-Amherst. He is a registered Professional Engineer in Vermont, a LEED AP and is FEMA Incident Management trained.
Susan Tully, Senior Project Manager, K-12 Center of Excellence Leader
Susan Tully, Senior Project Manager, has managed education construction projects for over 25 years. Since joining Gilbane in 2000, Susan has accumulated an impressive portfolio of large construction projects throughout the Northeast with a concentration in the K-12 and higher education markets. She has extensive experience in all aspects of a construction project, from design phase through closeout, and is a LEED Accredited Professional – BD+C with experience working with owners, design teams and engineers. Susan has managed the elementary school construction projects for the School District of Cheltenham Township in Pennsylvania since 2007 – projects totaling over $50 million and renovations/additions totaling over 200,000 square feet. Susan has managed the construction of high-profile projects at several of our nation’s educational institutions, including Community College of Philadelphia, Princeton University, Rider University, Rutgers University, Trenton School District and School District of Cheltenham Township. On all of these projects, Susan has developed a reputation as a true advocate for the client through her understanding of the market sector and her ability to integrate the end users’ needs with the client’s needs. Bill Lefebvre, Senior Project Executive, Science and Technology Center of Excellence Leader
Bill Lefebvre oversees the strategy and direction of Gilbane’ s presence in the Science and Technology market across the country and ensures that these technically challenging facilities meet their established goals while meeting Gilbane’ s high quality, safety and client satisfaction standards. Bill originally joined Gilbane in 1978 and left the company to serve our country as a Captain in the US Army Corps of Engineers during Operation Desert Shield/Storm where he was highly decorated for his action and service during the ground war, subsequent rebuilding of Kuwait City and armed forces projects in the Persian Gulf. He rejoined Gilbane in 2001 and has served as Project Executive on the construction of some of the most complex science and technology facilities in the country. Bill has over 25 years of experience in the Biopharmaceutical market with a focus on Bio/Pharma processes. His expertise covers modularization, commissioning, validation and in directing complex multi-project programs and campuses. Bill has worked with such notable clients as NIH, NIAID Integrated Research Facility Fort Detrick, GlaxoSmithKline, Sterling Winthrop, EMD, Human Genome Sciences, Covance, Charles River Labs, Biogen Idec, Eli Lily, Pfizer, Merck, Amgen and Bayer. Andrew Prochniak, LEED AP BD+C, Area Manager
Andrew Prochniak leads Gilbane’s Mission Critical Center of Excellence (COE) – the company’s team of mission critical specialists who remain ahead of the newest thinking in the high density computing industry and keep pulse on the needs of the ever-changing technology landscape. Heserves as Gilbane’s Northern New England Area Manager, based in Gilbane’s Bedford, New Hampshire office. In this role, he is responsible for overseeing excellence in execution of all facets of Gilbane’s New Hampshire, Maine, and Vermont operations.
Prior to this role, Andrew served as Project Executive in Gilbane’s Mass. district office, where he developed national accounts with corporate clients such as ProCure and EMC, and played a major role in the acquisition of new business with corporate clients. Andrew has been a key contributor to Gilbane’s national Mission Critical Center of Excellence, a collaboration of Gilbane’s most seasoned professionals providing clients with innovative service improvements and the best overall solutions expertise. He has also assists the Gilbane regional and district Gilbane Cares Safety Committees, and has participated in the Massachusetts AGC Safety Committee. Robert Hayes, Vice President, Center of Excellence Leader for Sports and Public Assembly
Robert Hayes leads the continued development and growth of Gilbane’s Center of Excellence for Sports and Entertainment in addition to serving as vice president and leader of the company’s North Florida Business Unit. He joined Gilbane in 2008 as District Manager for the southeast region and is well versed in program management, construction management at risk and design-build. Some notable projects in Robert’s portfolio include the new Intermodal Container Transfer Facility in Port Everglades for Florida East Coast Railway, University of North Florida’s Wellness and Recreation Center, the Baseball Grounds at Jacksonville, the University of South Carolina’s Darla Moore School of Business and multiple projects for universities, K-12 school districts and municipalities. An active dedicated participant in the community and industry organizations, Robert has enjoyed volunteering and serving on the University of North Florida Osprey Foundation Board, Bolles School Alumni Board, Jacksonville Chamber of Commerce, Gator Bowl Committee and the Jacksonville Economic Development Commission. Karen Arpino-Shaffer, Senior Project Executive, Director of the Transportation Center of Excellence
Karen Arpino-Shaffer has more than 30 years of experience in design and construction, specializing in the transportation sector. Her knowledge and wealth of experience in this market makes her an invaluable resource to Gilbane and the perfect person to lead the company’s Transportation Center of Excellence. As the former Director of Design and Construction for the MBTA, Karen was responsible for the MBTA’s $500 annual million capital program as well as the agency’s community outreach and environmental programs. Over the course of her career, she has lent her expertise to a vast portfolio of high-profile transportation construction and renovation projects throughout Massachusetts. Karen served as Chair of the Committee on Rail & Transit Noise and Vibration Mitigation for the Transit Research Board (TRB). She is Past President of the Women’s Transportation Society (WTS) and a member of the WTS Boston Advisory Board and Connecticut Membership Committee. Todd McMillen, Project Executive, Criminal Justice Center of Excellence Co-Leader
With 35 years of construction experience, including 14 years at Gilbane, Todd McMillen has contributed his expertise to numerous large-scale criminal justice facilities in California and Arizona. Notable projects in his portfolio include the Madera Courthouse, Madera, CA; Banning Justice Center, Banning, CA and the Maricopa County South Court Tower, Phoenix, AZ. For his work on the Phoenix Police Department Crime Lab project , Todd received numerous awards, including Gilbane’s Regional Builder of the Year; McGraw-Hill Construction’s Southwest Contractor Magazine “Best of 2007”Mechanical Project and, in 2008, Real Estate & Construction Review named the project Arizona’s Top 50 Most Innovative, Unique or Important New Construction or Renovation Projects. As a co-leader of Gilbane’s Criminal Justice Center of Excellence (COE), Todd is a superb resource for other criminal justice project managers and executives throughout the company. A LEED accredited professional, he has been a speaker and presenter at the American Institute for Architects Academy of Architecture for Justice (AIA AAJ) annual conference on the Maricopa County South Court Tower and he is a member of American Concrete Institute (ACI).
Tom Leonard, Senior Project Executive, Criminal Justice Center of Excellence Co-Leader
Tom Leonard has been in the construction industry for more than 37 years and, as a co-leader of Gilbane’s national criminal justice Center of Excellence, he is a valued expert on criminal justice construction projects. Tom brings very relevant experience to criminal justice-related ventures having managed numerous large-scale, complex and multi-phased projects which were delivered on time and under budget, including the DeKalb County Courthouse (IL) and the Will County Jail Adult Detention Facility (IL). Gilbane is proud of its long history of managing federal, state and municipal construction and understands the importance of maintaining and centralizing the valuable lessons from each of our completed projects in a dedicated Criminal Justice Center of Excellence for the benefit of future clients in this market. Mark A. Winslow, LEED AP BD+C, CMC, REM – Project Executive, Environmental Center of Excellence
Our Environmental Center of Excellence provides a variety of services to clients in such areas as Sustainable Design and Construction Methods Integration, Life Cycle Cost Assessments, Regulatory Compliance Solutions, Program Efficiency Modeling, Site Selection and Site Closures, addressing a variety of environmental, industrial hygiene and sustainable issues as they relate to the construction industry. We assist owners to define and achieve their operational or project sustainability goals and can serve as the LEED consultant to define requirements and coordinate efforts toward project certification. Mark Winslow is a Project Executive within Gilbane’s Environmental Center of Excellence and leads Gilbane’s Corporate Sustainability Council, which ensures Gilbane’s continued commitment to sustainability excellence within the community as well as assisting all 480+ LEED APs in maintaining their various LEED specializations. Mark’s practical project experience gives him unique insight into the needs and challenges faced in the sustainable building environment while also forming a solid base for creative, proactive solution planning. He is a founding and current Board Member of the RI Chapter of the U.S. Green Building Council (USGBC) and is responsible for coordinating education activities; with a special emphasis in assisting the LEED AP community with meeting their LEED credential maintenance requirements.
Eric Banks, Vice President, Environmental and Ordinance Services
Eric Banks brings over 30 years of experience in the management and marketing of engineering operations and construction services across several industries including environmental, oil and gas, mining, and energy.
Eric brings a range of perspectives on environmental programs through his many years in leadership working in various market sectors. He has managed over $1B of programs and projects for the Department of Defense, including NAVFAC CLEAN, USACE TERC, and AFCEC RACs, Uranium Mine remediation for Department of Energy, and radiological remediation for private industry.
Eric holds a Master of Science degree in Geotechnical/Geological Engineering from University of Nevada, Reno as well as a Bachelor of Science degree in Biology/Environmental Science from Willamette University in Salem, Oregon. He is a member of the Society of American Military Engineers, as well as the National Society of Professional Engineers.
Gregory Stewart, Vice President, Support Operations Manager
Gregory is Gilbane’s residential Center of Excellence leader. In this role, Gregory collaborates with Gilbane’s most experienced residential professionals to provide best practices to clients building residential facilities.
With over 30 years of construction experience, Greg understands that in the highly competitive, fast-paced residential market, projects need to be completed on time without sacrificing the quality that residents demand.

Neil Heyman, Vice President, Senior Project Executive
Neil Heyman is the sector thought-leader and will continue to build relationships, identify and drive strategic pursuits and collect knowledge, best practices and lessons learned to benefit current and future clients and projects. During the course of his 34-year construction career, Neil has worked on numerous museum and high-profile cultural projects, including the Brooklyn Museum, the Cleveland Museum of Natural History, the Kings Theatre Redevelopment and the Norton Museum.
Neil understands the critical nature of cultural environments and the distinctive client requirements of the sector. He has a unique perspective and a deep knowledge of the operations, objectives and owner expectations of intricate cultural projects.
Sherman Shwartz, Operations Manager
Sherman Shwartz provides both internal and external support to our project teams, industry professionals and clients. He guides the strategic direction of Gilbane in support of the continued expansion of its resume in the industrial market segment. With 37 years of relevant industry experience, Sherman most recently served as senior vice president of project delivery and risk management for a global professional services firm where he was responsible for program management and construction activities in the oil, gas and chemical markets. Managing projects totaling over $50 billion, Sherman has worked both domestically and internationally.
He is a member of the American Institute of Chemical Engineers (AIChE), Engineering and Construction Contracting (ECC) Association, Project Management Institute (PMI), and Construction Industry Institute (CII).
